Yes, absolutely. Instead of adding context to the written word as intended, they are used to make up the entire content of the message and found to be sorely lacking.

Depends on the poster.

Although multiple smilies are a distraction, a well-placed one can add to the impact of the statement, or reduce the perceived slight of the intended reader.

Text has virtually no tone (except in the political forum) so they add to it.
