Tranny problem

I have a 89 Cherokee 2wd with the 4.0 I6 Automatic transmission. Lately, especially when first running, if I have to come to a hard stop. then, I try to accellerate right away, the engine will rev, but I won't go, then after a few seconds, it will jump into gear, like I popped the clutch on a manual. Is it just my TPS? fluid is clear and full.

it may be a little to full check it to make sure its right mine wuz a little over and it done the same thing.
