Fuctional for what?

It is just a fiberglass scoop, a place for yellow flashing stobe lights.

If you want to be fuctional for strobe lights, you'll need a kit to add stobe lights and a clear lexan lens. Many people have made such kits for themselves.

The air intake on a Fiero is on the driver's side rear quarter panel. If you want it to be functional as an air scoop, you'll need to design your own intake system.
