1991 buick regal won't start

i bought a 91 buick regal and it was awesome but then my fiance started driving it she got stuck and i towed it back and took it to midas and they said fuel pump because the fuse relay was blown so i said ok fix it but run a diagnotic also. i came back they said they replaced the fuel pump and fuse but it still won'tstart and they said because of that no diagnostic is able to be done they said it looked like some wiring under the engine is frayed and insulation wore away from the oil dripping on it. they said they couldn't fixed it and charged me 60 for the fuel pump. i looked all over under there and could find no wires that looked damaged. well i borrowed a gm code key from someone and it gave me the codes of 12, 23, and 66 i have no idea what that means so could anyone help me or point me in the right direction. oh yeah by the way when i turn to accesories i get power to everything when i try to start it it acts like it wants to start but the starter quit clicking after midas installed the fuel pump so now it just go duh nothing and all the lights inside dim before midas tried to fix it the car acted like it going to start but no fireing. midas said when they first rolled it in they could get it to run for 10 minutes then it would die now i get nothing at all so maybe they broke more than they fixed and i am on a really tight budget. so i can't take it back to another shop but someone told me a community college would fix it for parts only but i have never heard of that before so is it true?? please help me i really need it.

Code 12 is a default code set by the computer to let you know that the self diagnostic is working properly and is nothing to worry about.
Code 23 is for the air temperature sensor. The sensor is attached to the side of the air filter box. Check to see if the connector is attached or if the wiring is damaged. A problem with this should not keep the car from running.
Code 66 indicates low A/C refrigerant pressure. It basically just means that you need to get your air conditioning recharged. This would not prevent the car from running.
You mentioned that the starter was clicking and of the lights getting dim when you try to start the car, but it won't turn over. These are classic symptoms of a dead battery, try charging your battery first.

i have an 89 that dies and sometimes will restart right away, other times it has to sit for a few minutes.it doesnt do it consistently enuff for me to check for spark.any ideas where to start?

I have had a starter on an older gm short out from oil dripping on it and had the same symptoms.this may be off base but just an idea. Most places will check it for free and they can be rebuilt for 50-70 dollars i think.Hope this helps .

turned out to be ignition control module even though it tested ok

When you get a chance, do the packs too. No sense of running a new plate and old packs. You can get decent Accel Packs for 35 (or so ive seen online), and there better/cheaper then the stock gms.
