Help With Timing!!!!!

I am trying to time my 1994 Geo metro 3 cyl 5 spd. When I use the jump pin to time it the timing does not change. Anyone know what the timing suppose to be normally. Also toward the car supposed to be below top dead center correct? I am beyond impatient after working on this. Any help will be appreciated. Thanks.
