92 VW Fox, starter does not crank

Guess I'm at a loss here. Where does one post about a 92 Fox?
Besides that, my boy has one and this last week, out of the blue, it would not crank over. Push/pull starts fine. I went over there today, removed solenoid wire from solenoid, checked no power when key is turned to the start position. There is one relay in the fuse box that clicks on when I turn the key to start. I popped the top on that relay (40amp) and contact appear fine. I am not sure that is the one for starter, but that is the only time I hear it click.
A jump from the batt wire to the sol tab, starts the car instantly. it's not the starter or solenoid itself.
Any ideas before I start tearing evrything apart to trace that wire back from the starter or drop the fuse box to see if that is even the relay or if there is even power to it? A schematic sure would come in handy.

I lied. (Not really) The one relay that clicks on when I turn the switch to start is actually clicking off. That one appears to be head lamp related. That one also clicks when the key is turned on. The high beam indicator goes off when ign is off and in the start position, so I'm assuming that relay is the headlamp relay. Thus the 40amps.
Is there a starter relay for the starter soleniod?

That starter interlock relay is dependent on a ground to pin #33 of the relay from the left front seatbelt switch. You can bypass the relay with a jumper from pins #38 to #36.

Hey, that great to know. I don't want to sound like a duff here, but I take it that #38 and #36 would be visible if I take a light out and remove relays from the fuse box till I find those numbers? Couldn't narrow my search down a bit, could you?
Also, am I right in assuming 36 or 38 comes from the ign switchs solenoid (start) terminal and the other goes to the starter solenoid? I'm just eliminating the starter relay, correct?

Those numbers should be on the relay box itself, next to the pin holes.

I jumped 36-38 and the car starts normal. Any reason I'd want to make that relay work again? I believe the other 2 terminal numbers under the starter interlock relay are 35&37 ir was it 37&39. (Can't remember at this moment. Can you tell me where to trace the coil terminals of the interlock relay to? Seems like I should try and get that relay working again. The relay itself os fine.

Pin 37 of the coil side is 12V+ with the key in start (it's wired to pin 38). Pin 33 is coil ground through the left shoulder belt switch. The ground is back at the left side of the dash. Canadian models just had a metal jumper where the relay is.
