Power Steering Problems

I have a 92 Wrangler 2.5L 4 cyl. When steering it, it feels as if the steering goes easy then hard, in a kind of cycle. I just got a new p/s pump and pressure hose, and this did not fix anything. Have any of you had this problem or have any clue as to what is going on?

it could be a couple of things.the shaft between the steering column and gear box has a couple of little u-joints that start to bind when they get old and rusty.thats the most likely thing but it could also be the front axle u- joints
