check engine light stuck on for years

my check engine light has been on since about 50k. Everytime I get it turned off, it turns back on in less then 10 miles. There is nothing wrong with the car. I have had everything checked and fix. Now bc of new laws it will not pass emissions. Any suggestions on what to do?

Something simple, but did you disconnect the negative battery for a few minutes and then reconnect it?
