Toyota camry- surging Help!!

My '97 camry has started "surging" at all speeds and at idle. I know there is a lot of you out there that this is a "no brainer" to. Hope you can help me out. Thanks, Gene

One possibility is a vacuum leak. Check small hoses for looseness and cracks.
