98 Corolla headlight problem

Hi everyone!
My low beam ONLY from the RIGHT headlight doesn't work. I've done some troubleshooting and found out so far:
1) All my other front lights (signals, parking, left headlight, etc.) seem to work properly.
2) The 2 bulb lamps in the right headlight both work when I switch to my high beams so the headlight bulbs are fine and not the problem.
3) Looking through my owner's manual, I found only 2 fuses in the 2 fuseboxes (next to the car battery) that deal with the Right headlight. I changed those 2 fuses and problem remains the same (NO Right headlight low beam). Those 2 fuses are not the problem. Not sure if there are other fuses I should check.
Any other places or parts in my car that I could check to find out what's causing only the low beam from only the right headlight not to work?
