Car won't start "theft control problem"

My son's 1995 Cutlass Supreme Coupe 3.4 V6 won't start. New starter is in, and transmission possition switch checks out fine. Probable problem in theft control system. Has anyone had an issue with this system? Do the special keys go bad, or is there something else to check. I do not have the wiring diagram for the system, but the fuse for the theft control system is OK. Can the system be bypassed as the car is too old to be a theft manget? I am afraid to bypass without the wiring diagram because there is an imput into the ECM from the system.
