Engine timing question

I just bought a 1997 Crown Vic P-71. It is "cop-stock", and seems to run OK on 87-octane gas. I'm wondering if the engine-chip (EEC) has been changed. I was told that the "cop-chip" has advanced timing, and NO speed-limiter.
Is there any way to tweak the timing without "reflashing". Any info appreciated.
