95 grandam surges at low speed, hesitates to accel

I have a 95 GA SE. 3.1 V6. It has nearly 150,000 miles on it. For the last 15,000 or so, it has had a problem where it seems to lack power accelerating, stumbles while driving at a constant low speed(15-45 mph) and when you accelerate, nothing happens until the pedal is nearly to the floor. After about a 3 second delay, the power kicks in and the car takes off.
Also, when coming to a stop, it feels like I am driving a manual tranny without pressign the clutch in...it starts to buck and shimmy.
Anytime while having problems, if I shift in neutral, everything smooths out(except I obviously can't accelerate)
I have:
Changed plugs and wires(little help, one plug VERY fouled)
Used fuel injection cleaner(no help)
Cleaned the blocked passage causing an EGR solonoid 3 code
I tried disconnecting the TCC wiring, but starting in 95 the tranny is completly comp controlled(won't go into reverse when removed)
I am fairly stumped. Any suggestions?

Here's a few things that could be the culprit:
Fuel filter
MAF
Clogged Cat
Those would be my first three guesses. It would deffinately be worth it to swap out that MAF for a different one - those symptoms sound like they could be related to a bad MAF.
Also, it might not hurt to check your air filter, and clean your throttle body and upper intake manifold - along with the obvious other little stuff.

I did clean the throttle body, and the upper intake manifold. as best I could without removing the manifold(did remove the TB)
Is there a way to check the MAF. How about the CAT? the fuel filter has been changed awhile back, I may do it again because it is cheap and easy and can't hurt.
