Factory Fog lights

I have the 2003 Sante Fe V6 3.5
It came with the fatory fog lights upfront. I want to change the bulbs to brighter sylvania's. When I look at this it looks like I need to remove the whole front bumper ?
Can anyone enlighten me before I make this a whole day project?
maybe I should just add aftermarket driving lights instead it may be easier to install and replace bulbs later on.

It helps if you have a skinny arm. Its quite hard getting in there from the bottom to change the bulbs. But it can be done with out taking out the bumper. (Its one of the reasons why I hardly turn the fog lights on, to make them last longer and only on bad weather days.)
