replacing the driver's side front turn signal bulb

Can an owner replace that front turn signal bulb? If it is possible how do you go about it. I missplaced my manual and my search of the forum was not helpful. THx.

I took the van into the dealership. The sevice guy showed me that with a screwdriver you can moved the plastic liner of the wheel well out of the way and simply replace the bulb.No charge.
