HI,
I have a similar problem with my Silverado 2002. At positions, 1, 2 and 3 the blower will not work, but in 4 and 5 they will work and even then sometimes it is weak in positions 4 and 5. My friend and myself opened the control module and cleaned it and put dielectric grease on it, but did not help. We are thinking that it might be the blower. Mine started to do this at about 80,000 miles.

Most likely what is happeing is the blower motor is seizing up causing too much load and it has blown the resistors for the lower speed settings. The same thing happened to my Silverado and it was not cheap. The blower motor assmebly is a dealer only item , at least it was when i had to have mine fixed about a year ago and it was approx $200 just for the blower motor assmebly not including the resistors. Total with labour and taxes was around $300.

Replace the blower resistor. $20.00. It's located under the dashboard near left side of the glove box. You'll need to remove large black panel (3-4 screws) to gain access. The resistor is right there with 5-6 wires coming from it. Connector is right there so it's a piece of cake. Resistor is held in with 2 screws. Part number should be on it to make replacement easy. I replaced the one in my 2002 about 6 months ago. I've replaced one in my wifes 99 Grand Am also. On both occasions the circuit showed signs of water damage, probably when I power wash the engine water sneaks into the duct work. While you have things opened up down there you might want to replace the cabin air filters, I couldn't believe how dirty they were with only 50,000 miles on the truck. Good Luck.
