Help Please!

Okay I have recently got my mom's Eclipse from her and i've been fixing it up real nice and i've noticed the brake rotor has a bit of a rust sort of thing on it any way of getting this off?

drive it. its normal if the cars been sitting for any amount of time. it shows up after a week or so depending on the weather
