f22a to h22a engine swap

I just did a f22a to a h22a obd1 in my perlude put in a p13 ecu did all the wireing changes but when i run the car i has NO Power. It is like some one is putting on the brakes while i am steping on the gas. if i put the p12 ECU back in it runs fine but with no vtech. does anyone have an idea what i am doing wrong? Or do i have a bad ECU?
