rust removal

i dont know much about body work but hopefuly someone can help me out. my 95 accord has a rust spot about the size of an orange on my rear 1/4 its rusted all the way thru other side has rust bubbling up under paint next to the gas cap (ive been told this is a common problem on hondas) i was wondering if anyone could give me a breif step by step on how to fix this im trying to get an idea of how much work it takes im not trying to pay body shop prices

can u weld??? if so, make a new panel out of metal, cut out rusty panel and weld the new one in its place. as for the bubbleing, grind off the rust and bondo smooth.

Grind the spot untill bare metal, then bondo it, sand it smooth then use finish puddy to fill in the pin holes.
