Help.. 97 2.2L... Wont Start

Help please...
I have a 97 Cav 2.2 L . The car was given to me. I really know nothing about the car. I cant get it to start. It has gas. The fuel pump is running and gas is getting to the engine. I took a spark plug out and turned it over and got a spark. The plugs are firing. But it will not start. It turns over. I dont hear it even trying to start. there is a theft system light that stays on. its not blinking just stays on. the guy i got it from said it wouldnt start when he got it from his sister. The timing chain was replaced, but they never got it running after that. Im thinking it may be the timing. Either not adjusted or the chain was not installed correctly. How do i check the timing on this car? How do you adjust the timing? Can anyone give me some other ideas of what to check or what may be wrong? I would love to get this thing started.

anti-theft system activated, need to de-activate it. dunno how to do that, just steering you in the right direction

it could be no jiuce to the starter. Do the lights dim at all when you go to strat the car? If so check the battery and connections.

i think i have narrowed it down to the timing chain being installed wrong. I have zero compression on all cylinders. I guess my next step is to pull the timing chain cover to verify. Can you pull it without removing the oil pan? or must the pan be removed?
