I think I have some good news for you. My 1997 caravan had a similar problem where the horn stopped working. It turned out to be the Clockspring. Not sure if this accounts for the airbag light. The Good News is that the 1997 caravan has a Recall for the Clockspring. Take it to the Dealer (it pains me to say that hehe) It should be free of charge.

My 1997 caravan had the air bag light on and horn not working and it did turn out to be the clockspring which is covered by a recall.

According to the recall notice I got from Daimler Chrystler, A failed clockspring could cause the drivers side airbag, horn, speed control systerm or wheel mounted radio controls to be inoperative. If your van has 70,000 miles or less, you should have recieved a letter from the dealer you bought the van from. Otherwise, Call your local dealer, tell him you need the clockspring replaced, give him your v.i.n. # and You should be all set. They will replace it at no cost to you.
