1988 Honda Prelude electrical control problems

I have a 1988 Honda Prelude Si 2.0 DOHC mauel 5 spd tranny.
The car will spin but wouldnt start after checking out several possible causes I found the if I ground out the main relay terminal that delivers fuel pump voltage the car will crank, the relay is good according to a electric trouble shooting gude produced by honda I have a ground problem bases on the facts that the temp guage, fuel gauge, tach, or A/C is not working either. on the Main relay located next to the fuse box I grounded the Green wire with the black strip and the fuel pump kicks on. this green wire is suppose to recive a ground signal from the ECU when the ECU recives a RPM signal. I checked all grounds. all sensors even swapped the ECU and Main relay still same problem. I am actually showing voltage at the green wire with the black strip that runs from the main relay to the ECU not sure the cause of that. IF there are any experianced Honda Tech guys that may have any kind of info that may help me please take a few minutes to shine a light on this problem for me.
