When the vehicle is running, I have gas leaking from the front part of the right rear wheel well. What is on that side? do the fuel lines run along the passenger side of the vehicle? I have not had the weather to be able to climb underneath and get an eyeball on the situation, but if it is the gas tank that is leaking, why only when the engine is running?

My guess is that yes, it is your fuel line. The filter itself is located under the passenger door on the right and the fuel lines run under there too. It leaks when the engine is on because that's when the fuel system is under pressure.
There are two clips that hold the fuel filter in place on the fuel line. When you buy a new filter, these clips will come with it. One of the clips may have broken which may be causing the leak.

Wow, Thanks I can't wait for the weather to break so I can get under and have a look. The next thing I'm going to do is hunt and kill that damn Groundhog for the six more week of winter we are getting in NY!
