Horse power performance mod/ speed chip

I own a 97 gp, and am lookin to purchase one of these chips.... any body ever install one of these chip's to increrase horse power, is it on the level or a SCAM???

Is it one off of Ebay,if it is, save your money and buy a re-programed PCM..do you have a link for it?
