head and fog lights on same time

i have a 99 grand prix SE, my head lights and fog lights work but just not at the same time, i tried to get the fogs to work while my headlights were on by switching high beam to low beam and messing around with the fog and headlamp switch but they only will come on if the headlights are off....please help thanks
