Steering Wheel Pulsating Help?

My friend has a 1997 Ford Explorer. Her alternator went out. Her car was towed with a rope to my place. After replacing her alternator her steering now pulsates badly when it is turned past a certain point on each side. I am wondering if the rack could have been damaged when it was towed (pulled) while the car was dead and the power steering pump was off. Any ideas? Suggestions?
