1998 Caravan riding rough

My 1998 Dodge Caravan has been riding rough like it wants to stall. For instance, when I am driving and give it gas to go faster it really hesitates and when I am at a stop it sounds like it is going to stall at any moment. I have changed the fuel pump, spark plugs, etc. and still having the problem. Has anyone else had this problem? If so, what did you do?

According to the Hayes manuel you should check the following

Fuel Filter
Fuel Injection System
EVAP Leak
Alternator Output
EGR

my guess is the EGR
