My car keeps pouring out a thick white smoke, is it oil burning?
or what is it.

Nope, black or grey is oil. white is either coolant leak or just usual startup on colder weather.

One possible though is clogged cat. converter

I don't really know, I don't have plates/insurance for it yet, so it's just sitting in my garage, from what I know, the car hasn't really been used much in the past couple years I guess, So I don't know.

K, then for now, soon as it legal to road ride, take it for a spin, let everything get to operating temp. for say about 10 minutes. Just steady driving, say above 40 mph steady run.

It very possible ya need to just get the exhaust hot so heat can burn out deposits, water, etc.

If still the smoke, keep very close eye on coolant consumption. Coolant starts to disappear, then it is either getting out somewhere [look under car for puddles, especially around passenger front area where the heater core is mounted], or getting intothe engine somewhere.

But, take it for good run, no hard accel. or anything, idea is to just heat up the exhaust real good and let it stay that way for about 10 minutes.

Be very cautious, however, if ya smell any weird odors, beat feet back home. Don't let a whiff of odor at first bug ya, that likely will happen , but if it stays for a few minutes, then get home.

Take good look at exhaust, especially around the cat. and the pipes in/out from cat. They tend to warp and crack.
