Tail Light trouble 97 corolla

On my car with the headlights off only one bulb works. The lights come on when I turn the headlights on but still that same bulb is the only one that reads the brake pedal. I looked at the bulbs and they seem to be fine all the bulb seats too. I'm just at such a loss for an answer, please help.
