tire #'s question

Hey guys, I kinda want to clear something up with the thickness/profile/inches #'s of the tire. If the number of inches go up by 1, will the thickness and profile go down by 10?

Like for example a person has 16's: 205/45/16.

If the person wants to go with 17's, would the set of numbers go from 205/45/16 to 195/35/17?

Or if the person decides to go with 15's, would the set go from 205/45/16 to 215/55/15?

Hope I didn't confuse anybody by asking about this, I want to clear it up myself.:D Hope someone can clear this up. Thanks in advance. Lates.
