93 civic fuse help

i have a 93 civic 4 door, in the under hood fuse panel, the back up fuse when installed keeps the running lights on therefore i have to keep it out and i cant save any radio presets, help me please, i can either find the problem or just wire radio constant directly to battery, 1 where should i look, or 2 what color on the honda radio harness is the constant battery wire

my crankshaft pulley is also messed up the damper inside is unbalance so at idle it wobbles a little, can i take a pulley from a 91 civic without messing up my crankshaft, they both have a 1.5l engine but no one can give me and answer
