A little help, please

I have a 2001 Dodge Stratus coupe and it's having some difficulties. Alright, when my car's off the power locks won't work, nor will the dome lights, or the headlights; but when the car is on the power lock and headlights work but not the dome lights and the radio. The radio acts like it isn't even getting power. I was wondering if this just a fuse, because i checked and i couldn't find any that were burnt, so any help would be great.

did you check fuses under hood and under dash sounds like iod fuse {ignition off draw}
