Help with hesitation please???

I have a 95 VX hatch 5spd. The engine stumbles around between 1500 & 2500 RPM most obviously at highway speed when you back off the throttle momentarily. The car is also getting "only" 42 mpg loop ( I just adjusted the valves) I believe that there is a TSB regarding this problem that would apply to my situation. The TSB is NHTSA 636738 or Honda bulletin #010402. I personally believe it is in the ignition system. The car had a new fuel filter when I bought it and I have run Amsoil PI through the system with no effect. I'm hoping someone has seen or worked through this TSB. If no one has any knowledge of it, I'll probably end up doing cap & rotor, maybe coil but I would like to know Hondas fix first. Thanks in advance!
