i'm clear coating a pearl paint job with decals. i was going to do 3 coats of clear, but my question is how long should i wait between each coat?

it all depends on what kind of clear coat you are using. I suggest just reading the can, it tells you on there. you can't go wrong if you follow the manufactures reccomendations

can is by tamiya and in another language...so i cant read it.

If it's a Tamiya spray can, follow the same guideline as if you were using any other Tamiya color.

then its lacquer?, then you can do light coats within 5 minutes of each other.

Tamiya Clear is indeed lacquer. Treat it like you did the color coat.
