Run without the air pump

I have a 2000 blazer with the P0410 code reading on it. I pulled the air pump off- the propellor moves freely. When I hook power up to it- nothing happens. The fuse is blown, water was found in the pump and hoses. Can I run the motor without the air pump?

check the purge solenoid.
