Lupo front fogs

One of my fog loght lens has cracked. I have a replacement unit to fit but......how the hell do you get theold one out?
I know there are 2 screws on the top holding it on but I cant get at them.
I tried from below the car without success. I seems it would be easier with the bumper removed but I can't see how this is held on.
