Another stalling thread (96 T&C)

After searching and reading for about an hour and a half, I have come to the conclusion that posting will help the most.
I have ready several posts and all with different outcomes.
My problem (s) is this:
The cel is throwing a code for EGR valve and the turn signals/wipers are not working / malfunctioning.
I believe the turn signals to be the BCM, as I have replaced the relay and column lever assembly. The egr, I will need to look into more. My #1 problem is this, the van runs like a champ, until I put it in drive, once I put it in drive, the van immediately stalls out. If I give it gas and force it to move, it runs fine until it comes to a stop or within 5mph or less then it bogs down and stalls very hard.
I took it in to a local shop and he said it is the transmission. I have a real hard time seeing how a transmission can actually only cause problems at idle, yet run great while in motion. I have considered possibly a fuel filter, sensor, iac valve, and the egr valve but have yet to figure out the problem. This van is my family transport and I cannot afford to have it unsafely running. I am going to reset the ECM today and see where that gets me.

Note1: It sounds like the EGR is sticking open. I don't believe the valve operates at idle. It will recirculate exhaust back into the intake for a complete burn which, when you think of it, makes it harder for the ECM to manage idle.
Note2: Unlike pre 1996 ECMs, ODBII connections requires a special tool to reset the ECM. Prior to this, disconnecting the battery would do it.
Note3: Disconnecting the battery for 30+ does resets the BCM (your wiper problem).

Where is the BCM exactly located ?

Lovely, well i replaced the BCM with two different BCM's. I am going to replace the relay box tomorrow and hope to hell ti is that. Otherwise, I -will have to try for the wiring and really do not want to do that.
What else could it be, besides the fuse box, wiring and wiper motor? I have checked the following:
-BCM
-Multi-function switch (turn signal lever)
-Relays
-checked all fuses
-checked harness to wier motor
--checked battery
Where exactly is the harness section that rubbs against the chassis to creat a ground?
I beleive that may be the problem, as the car has nothing as of now. Whenever I press the horn or power consuming feature, it buzzs the relay/fuse box. This leads me to beleive it may be a grounding issue.
