2001 Suburban anti theft

Help I'm out of town and need to disable my VAT. I've replaced both the remote and car battery.
Still cannot get past the ingition. The security light blinks at first then goes off . When I attempt to start I get rapid clicks.
Its rainy, 2nd largest storm in history of LA. Can anyone please e-mail me? Thanks Annamalia
