Leaky hatch

Has anyone had any problems with leakage from the hatch/tale lenses with the 98 civic?

hell yes!!! took forever to fix...here's the skinny
the weather stripping between the rear interior panels and the chasis isn't thick enough, there's a gap, that's the first issue.
The second is the gap between the chasis and the light assembly, that's the major problem.
What I did: took some wall insulator, expanding foam, sprayed that in there, fixed it right up.
What you should do: not that. Those foam cans are a 1 time use, and don't stop spraying foam until it's empty, quite the mess, Im still pickin off foam. You can buy some rubber weather stripping and put it between the light assembly and the chasis....OR....you can put a REALLY thick bead of silicon through there. your call. But that will cure what ails ya, worked for me.
