96 Jetta wiper problems

First of all, this is a great forum with lots of valuable info, so thanks to everybody who participates. I have a 96 Jetta and am having windshield wiper problems. They only work at the fastest speed, not at the intermittent or regular speeds. Is there some relay switch that controls this, and where would I find it on the car? Thanks in advance for any and all help.

The wiper intermittent relay is in position #8, that's lower row next to fuses, second from left. It could be this relay, or the switch or motor, but I'd start with the relay since both are out at the same time.
