Cruise Control

Background: I have had the cruise control "fixed" twice. After the first round, i was told it was a switch that went bad. On the second round, the "backup safety switch" went bad.
Question 1: is there a back up safety switch in the circuitry? This was done through the dealer.
Question 2: how/where can i get prints of the circuit so that i can t/s on my own?
I am not an autotech, nor profess to be one...but i can handle electrical circuits as long as i know what i am looking for.
Symptoms: Cruise control light comes on, but cannot get cruise control to engage (fuse is good, does not appear to be connected to any relays in the fuse boxes).
any suggestions on probable causes?
