Try your relay.

Under dash, black box, several prongs. Owner's manual should point out location. Take it to a Radio Shack, they may have a relay that matches. I really don't know the spec.'s on testing a relay, but when the relay goes, it shows all the symptoms you describe.

I've had this same problem for 4 months. This is how I get them to work, maybe yours are the same way.
I figured out that the brights have to be on for 30-40 minutes straight and then you can click back to the normal lights and they will stay on. Kind of a bitch for the people who have to look at your brights for that time, but hey, if you want 'em on...
You can get them to work right away, but, I have to click the brights on and then pull the lever back and when they switch to normal (without clicking to normal), hold it there while a car passes. But then the brights have to be on longer for the first method to work.
Pain in the ass, but it works for me...for now.
