New Tires and Rims Need Help

Need some help choosing the right Tire and Wheel combo. I have a 1993 GT Mustang with 89K miles 5 Speed that is completely stock except for Mac Full Exhaust, and a new set of 3:55 gears.
Right Now I have the 16" Pony wheels with some Cooper Cobra Tires. I was thinking of going to the 17" Cobra Wheels and a set of Comp T/A tires or maybe some Nittos. I was also thinking of keeping the Pony wheels and just replacing tires.
My question is this would you keep the Ponies and just add tires and if so which tires and what sizes. Or would you switch to the 17" Cobra wheels and what tires would you suggest. Will my Speedo be off, if so by how much?
I am thinking because I replaced the 2:73 gears with 3:55 so I will need a better tire and wheel combo so I do not spin so much.
I also have in the works a complete TFS Trickflow HCI for the near future. So keepthat in mind as well, I mean $2049.00 for the complete kit from Summit sounds like a deal. But that is for another thread.
