Power Steering Problems

Quick question for anyone that might know, my '99 Taurus power steering is acting funny , it is taking in the fluid but is not cirulating it thru the system, I read the Haynes manuel on this and it says there is a power steering fluid filter on the return line, could this be stopped up and has anyone ever changed one out? wld be appreciated on any advice
