problem with lights

multipurpose switch that controls the blinker will not turn on head lights
but the blinkers work fine. many people have suggested buying a new switch all together, but i'm confused as to where the problem lies. is it the switch or the wiring that operates the headlights?

hard to say... take it to a mechanic if you are worried bout not guessing the right solution, hope it works out 4 ya.
