Tild wheel lock broken

I have a 99 GMC 1500 Subn. 4 wheel drive, 350 engine, My tilt steering lever seems to have broken inside, I have removed the lower panel under steering wheel, but can not see what may have broken, or come unhooked from the lever, I think I may have to remove the wheel to get at the problem, any ideas?
