When you put the car in the ON postion i assume you hear it turn on? dissconnect a line after the filter and see if you have fuel commin out at all. If you hear it turn on, its not the relay. But if you do, there is a flow issue.

if you hear it kick in then niether the pump nor relay, nor ignition switch are faulty. If there is no flow from the filter it's probably clogged. Actually this is more than like the problem unless there was something that cuased the old fuel pump to go like and obstuction causing it to run dry and burn out also stopping fuel flow.

There is a saftey recall on the 2001 chevy cavalier for the ignition switch. If you hold the ignition in too long when the car wont start, the wires can get hot and catch on fire. Maybe that has something to do with it. If you go to a chevy dealer that handles recalls, you can get the problem fixed for free.
