HELP!!! : Headlights Don't Work (Highs On, Lows Off)

Please Help!!!

I have a '93 Celica (2.2L 4cyl gt-s Convertible) and the headlights aren't working right.

While I was driving, the low beams started going on and off. The high beams were fine.

Now, the low beams don't work at all.

Other indications:
The high beam indicator is on whenever the lights are on.
The fog lights still work
The high beams appear to be working correctly (on when in high, off when not...)

The fuses are all ok, and AFAICT so is the wiring (cannot find any grounded areas or worn wiring.

I've looked at the Haynes manual and don't know where to go next.

Suggestions?

i really dont know but maybe blubs

check the headlight relays, thease are a commonly overlooked part of the wireing
