I think it probably refers more to where the car is made. Apparently there are two plants in the US that make Subarus. Here is a link that tells how to read the Subaru VIN. Positions 1-3 are the Manufacturer ID, positon number one tells the country code (1+4 is US), position number two tells the manufacturer (C=Chrysler, F=Ford).

My guess is that this is what lets this STI qualify to be in the USDM.
However, I can't find anything that specifically says that the STI is built in the States other than the Subaru North America has as its current line-up the Imprezza.
