Does anyone here know where the spark plugs are on the 1996 Jetta? I think it also needs a new distributor. My local used auto dealer told me that I need the new plugs, wires, etc.

Just follow the plu wires from the distributor. The middle two can be difficult, but it's possible with a universal swivel.

A couple of things, IDK where the dist. is. 2, is a US swivel one of those things that goes on your socket wrench and you can adjust it to any angle?

Follow the plug wires from the distributor. Facing you at the front of the engine you should easily see the plug wires. When removing the plug wires be gentle as the wires can be damaged by just yanking. Also, before removing the spark plugs, blow out all crud around the plugs with compressed air or suck out with a vacuum cleaner so as to not drop grit into the cylinders. The two plugs in the center are tricky to remove and will require some patience. If you have not done this sort of thing before, seek the help of a knowledgable friend.
With regard to the distributor, I doubt that you need a new one but it probably would not hurt to replace the cap and rotor. Pep boys sells both as good quality as I could find short of paying VW.
